The Entitlement Server enables real-time
authorization of mobile services by validating
subscriber, device, and service eligibility.
It acts as the decision layer within the eSIM activation flow, determining whether a service can be activated, on which device, and under what conditions. In modern eSIM environments, activation flows span multiple systems, including digital channels, provisioning platforms (SM-DP+), and backend systems. Within this architecture, the Entitlement Server provides the control point for service authorization, ensuring that the right services are delivered to the right device under the right conditions.

The Entitlement Server acts as the decision layer, validating subscriber, device, and service eligibility in real time across activation flows. However, entitlement alone does not ensure successful activation. While it determines eligibility, it does not coordinate the end-to-end flow across systems and channels.
